Perhaps this site can fix you up. They list '9.4mm Dutch' as one of the types they have available. They sell loaded ammo, and only ship to U.S. addresses.
But, you might contact them to see if they can supply just empty cases for you.
If so, you could have them shipped to me, and I will forward them to you in Quebec.
I frequently send similar items to my friend Rick Kalynuik in Winnipeg.

This site lists dimensions for two 9.4mm pistol cases. One is a revolver round.
Perhaps you can form your own cases from existing (modern) brass.

It looks like you might be able to turn down the rim on the 41 Mag to make 9.4 brass.
