Once I get one of those does anyone know of a chart of torque settings for different rifles and attachments.

Chart no - most makers of things like scope bases and rings and things have spec's for their products
Rifle makers also have spec's but we have found that each rifle seems to have it's prefered ft/lb to get
best accuracy so you have to play with it - even if it's a lowly 22LR.

I would suggest a bicycle torque wrench. They have to use torque wrenches with the modern bicycles due to the carbon fiber parts on them nowadays.

I have both the Wheeler and the Weaver. I really prefer the Weaver, it has much finer and better marked adjustments. Plus a wider adjustment range.
