After talking to Bad Water Bill he was telling me about a section on here where things can be purchased. Where is that section and after how many posts until I can partake and purchase?

Swappin and sellin, you can buy anytime but you can not post things for sale until you have been here x# of days and have Y# of posts. (See the rules posted therein).

I'm jot Admin but I know the answer to your question. The section is the swapping & selling section (S&S). Minimum 30 day membership and 30 posts to sell but you can buy at anytime.
