I am loading PC GC ideal 311316 boolits for my M1 with AA#9. I've read that these boolits and powder are both suitable but I cannot find a good reference for data.

My OAL is about 1.153 which is rather short. It is a short boolit and if it is any longer the front driving band gets caught on the throat.

Most starting loads are around 11 grains with FMJs. I'm thinking to start my loads at 10.0. Suggestions?

Try looking under for under pistol loads but be cautious about using "FOR CONTENDER ONLY" data without reducing because of the pressures.

I would probably start at 8 grains and go up 0.2 increments until it functions normally. I have the same issue but I do not use Ac #9. For me 11 grains of 2400, a CCI 400 and the Soup Can seems to work fine. It is not a hot load by any means but shoots nice at 50 yards. It does have to be seated deep though.
