This probably is not reloading tool but thought I would ask you guys first. Only designation on it is
R-62223 .DET-1
When the jaws close all the way it barely fits my index finger to the first knuckle. Good old steel some rust cleaned up on the wire brush wheel

Kind of reminds me of a mainspring vise, except it doesn't close far enough.

Not any vise I have ever seen. Does not have any real tension in the jaws. I think it's a measuring tool maybe?

My guess would be some kind of coil spring compressor.

I'll go with some type of spring compressor. The small head on the thumb screw makes me think there's not a lot of tension involved.

True there is really no tension which made me think of a measuring device but there is no marking on it to quantify a measurement. This is a pretty old tool too

I don't think it's a measuring device, at least not very precise. Coarse threads and large machining tolerences. I go for a specialized clamp of some sort...

Could it be some type of counter-weight that clamps on the beam of a large scale?

One of my friends remembered that his dad had a bunch of these using them on the bench to hold small bits. the squared off part slid the whole tool into a groove cut into the bench. He had all sizes of this type of vise.

It can't be to hold drill bits because it won't close far enough.

Seems like I've seen one of these used as a safety device for setting conibear traps.

It seems designed to hold something specific. Mica Hieberts idea of a safety device for a spring trap is the right direction. If not for a trap, for something with a spring.
