Savage 22 hornet feed issues- need help

I'm building a left hand 22 hornet in a Savage model 12. Had PTG make a bolt head for the hornet. Chambered a Pac-Nor barrel. Rifle shoots and ejects fine.
Feeding is an issue. Have bent the mag tabs to accept the smaller cartridge, wont feed. Have inserted a Savage 23-d (22 hornet) into the original 223 mag, still will not feed. The very small cartridge needs to be lifted considerably to fit into the chamber.
Any idea????

Does the pusher bar on the bottom of the bolt fit into the opening in the mag(s)? I think I'd look at refining your model 23 mag in the .223 mag idea, maybe set in epoxy and sticking up somewhat.

bolt will push the cartridge, but need to lift up considerably. Have tilted mag until bolt makes contact.
Any ideas???
