The I frame S&W revolvers are, as you have discovered, smaller than the J-frame guns. A bearcat holster will be too loose in the barrel, the J frame holster will be too wide in the cylinder/frame area. You need to either make or have made a custom rig for your new shooter, if you want it to fit right.
Sorry, but these guns went out of production 60+ years ago. There just isn't much call for leathergoods for most antique pistols. Do a search for whyteleather. He makes good stuff and is a member here.
Should you want or need to make your own, there is a pretty good write up in the special projects forum,if I do say so myself.

What Glen said above. A "J-frame 4" barrel" generic-style holster like the Uncle Mike's series might be a fair-but-a-mite-sloppy fit, and are quite affordable. Dunno how you feel about nylon holsters, though.......sorta like Glocks--practical to a fault, but short on aesthetic appeal.

Wow, didn't think the Regulation Police was ever made in .38 caliber. Got pics?

I have 2 Regulation Police 38's. 1925 "I" frame and 1953 Improved "I" frame. They are fine shooters. I cast for them using period Ideal molds.

Not only were they made in 38 S&W, Ed McGivern thought well enough of them to wear one as his "dress-up gun." He carried it in a suspender holster.

I think my wife's pistol she inherited from her father is a 2 inch version in 38 spl. Best we can tell he bought it right after WW2 as it has a "V" for victory serial number that was only used for the two years after the war in celebration. I never realized it was not a J frame and it's had a holster with it. I guess I better go put some oil on that holster!

Regulation Police were not made in 38 Special, the frame is too small, won't accept a cylinder long enough. The 38 regulation police were 5 shot only; in 32 they were 6 shot. My 1925 gun is marked Regulation Police, my 1953 gun is not marked with name or model. It became the model 33 when model #'s were assigned a few years later.

The Regulation Police and small-frame Hand Ejector by S&W and the Police Positive by Colt are all little jewels. I have a 4" Colt PP in 38 S&W, and I have become quite fond of it as a "Kit Gun"of sorts. I run Lyman #358477 (150 grain SWCs) to 700-725 FPS and the castings shoot right to the sights at 25 yards. The Colt's dimensions are a little tighter than many 38 S&Ws, throats are .359". The S&W throats run wider, usually at least .360" and can go as high as .363".

There have been recent threads on loading for the 38 S&W on this site. DO NOT fire ANY of the 38/200 loads designed for S&W M&P or Webley/Enfield revolvers through these older small-frame sidearms. Restrict them to 150 grain-class bullets running 650-725 FPS. Do that, and your grandchild will be able to give the jewel to his or her grandchild.

Get a Kydex j-frame holster. Heat it up at a very low temp in your oven, then mold it to the gun and let it cool. "Hot" is still cool enough to touch with your hands. I did this to a Safariland (plastic?) holster.
