Can anybody recommend a brand of grip panels that fit nicer than the factory panels?
Or recommend someone who builds custom fitted grip panels.

I've never seen eagle grips on a bisley, but the ones I've seen on others had a nice fit. Fill my hands better too.

It's a pity Ruger can't get the wood to metal fit in the ballpark. The metal work on the Bisleys is great, but I was looking at the grips on my wife's 45 convertable the other day and they gaps are atrocious.
Jack Huntington will make custom micarta grips and he also can round butt the frame which IMHO perfects the Bisley grip.

Several names come to mind. Sack Peterson and Grashorn if you like Elk stag, Cary Chapman at CLC custom grips makes some really nice wood grips.

Try Lone Star Custom Grips. Zane Thompson. He's a great guy to deal with & does good work.
