remington SP 10 wads don't fill up my 3 1/2 hulls

Must be missing some thing , need a 1/2 inch gas seal under the sp10 wad to get proper hight . I have been playing with the 10 gage for a couple years on and off , but can't get a simple load to fit . I have ordered so many different cards wads felt and gas seals I have almost given up .can someone open my eyes to a solution. I have tried the load combinations in my mighty 10 and lyman #5 shotshell reloading handbook. But I can't get a simple load to fit. Powder has been a problem all I have been using is steel or herco , I have not been able to get blue dot for years sort of given up on it.
