Can a Dillon powder measure be used to dispense black powder safely, have a lot of 38's to do to make blanks, just want to speed up the process.

It can, but why not just scoop the cases through the powder , for blanks that would be the fastest I would think

While the Range Officer for a large Dept., I made blank rounds for the K-9 unit for the training of the dogs. Just as posted by powderburnerr, I just dipped the cases through a bowl of BP and then topped them off with a card to seal the powder in.
BP burns from the outside in and a case full is the normal load with no problems. They shot them in the S&W 65 revolvers with no problems. Just remember not to point the barrel at any living thing as whatever is used to seal the bbl may cause clothing to catch on fire at close range.
The mounted shooters of SASS have no problems causing balloons to pop from a mounted position.

The Dillon PM works great with 3F Goex.
Been load'n ammo for SASS on it for almost 15 yrs now.
