Anyone who has had to deal with this. ...... what does the atf consider a receiver on a highwall, the frame (which had no serial#) or the lower tang (where originals were stamped with the ser . #)

From what Ive been told the part with the serila number is the firearm and all the rest are peices parts. But I would also recomend A call to the local batf to verufy this.
