Lyman M Expanding die question about compressing powder

Quick question for anybody who has used a Lyman neck M expander die. I just got one for 9mm, and I installed it per Lyman directions. Is it supposed to compress the powder inside of the case? I just got one and put it in my Dillon, and it packs the powder down really tight in the bottom.

I like setting up a toolhead on my 550 with just a size/decap die and an M die so I can crank out a bunch of primed, belled brass for loading later.
