I have the opportunity to get a new winchester 70 in 25 wssm, but I can't find brass anywhere. I am just wondering if anyone has done some neck sizing with success.

I have not done the exact 223 or 243 WSSM to 25 WSSM but similar. It should not be very difficult, and should have little to no loss. I prefer an elliptical expander. The OAL will most likely be a little short. An entirely doable endeavor.

I am curious as well as i have a chance to get a 25 wssm abolt cheap

Do you already have a supply of 223 or 243 WSSM brass? It seems to be as rare as 25 WSSM.

Finding any of the "Short Mag" brass, either the Winchester or Remington versions is hard enough, I don't even want to think about the super short mag brass.
My advice is if you have or are contemplating buying a Super Short mag, is to buy a lifetime supply of brass when you find it.

There's an outfit here in Texas called Hillbilly Brass, they convert the WSM cases to 25 WSSM from your brass or they sell the already converted brass, not cheap but they always have some in their inventory.
Give them a try..
