A review of the timeline:

January 2015:
ATF published a new, 2015 OMB approved Regulation Guide already showing the stripping AR-15 "green-tip" from its armor piercing exemption list.

February 2015:
ATF proposes the ban (which they've already put in place through their handbook published in January) on AR-15 "green-tip" ammunition and opens up a comment period.

March 16, 2015:
The public comment period closes about the proposed/already implemented ban on AR-15 "green-tip" ammunition, ATF ignores tens-of-thousands of comments because they were never going to consider them in the first place, and continues with the regulations outlined in the new 2015 Regulation Guide. (Which was written in 2014!)

ATF changed the law unilaterally, didn't tell anyone about it and has now put up a bogus comment period that means nothing. Because of these actions, ATF and the White House have not only failed to follow the Administrative Procedure Act, but has gone around Congress to violate the Second Amendment rights of Americans.

So, what' next? ATF is going to have to explain why the change was made under the radar and will also have to explain what this means for people in possession of "green-tip" ammunition after January 2015 when the new ATF Regulation Guide was published with the exemption missing. Is there no grandfathering period for possession? When will manufactures be forced to stop producing? What does this mean for buyers and sellers? States are also going to have to find a way to implement these regulations and define compliance under separate state ammunition possession laws.

Editor's note: The timeline listed above mistakenly said 2014 for all three dates. It has been corrected to 2015.

In other words they were planning on banning it but never expected the level of resistance they are encountering, including having the ATF dissolved and moved into the FBI and Food and Drug administration

The Bureau of Alcohol, Tobacco, Firearms and Explosives is shelving a proposal to ban a popular but highly lethal type of bullet, amid opposition from gun-rights advocates and hundreds of members of Congress.

The agency said in a statement on Tuesday it would not seek to issue the final guidelines "at this time." The proposal pertained to M855 "green tip" ammunition, used in the AR-15 rifle, which regulators looked at banning because it can pierce police body armor.

The ATF said it would instead wait until Americans have finished commenting on the federal regulations and evaluate their comments and suggestions before "proceeding with any framework."

The statement follows 52 senators and 238 House members joining in opposition to any attempt the Obama administration might make to ban the ammo.

"This attack on the Second Amendment is wrong and should be overturned," said Rep. Bob Goodlatte, R-Va., who started the petition. "A clear, sizeable majority of the House agrees.”

Armor-piercing ammunition for handguns has been banned since 1986 as a way to protect police officers.

The agency also said the decision was based on the "overwhelming interest in this issue and the issues raised in the comments received.”

The ATF said it has received more than 80,000 public comments and that an overwhelming number were critical of the proposal.

The Justice Department will make a final decision when all of the comments are reviewed.

Gun rights groups have argued that the ammo ban would be a backdoor attempt to ban assault weapons.

The weapons would still work without the M855s but they would no longer be capable of firing body-armor piercing ammo.

The basic problem you all have is the same one we are faced with here in Canada and that is rules with the force of law being put in place by regulatory bodies, rather than by legislation. At least with legislation there can be debate and some (however small) amount of accountability. Beware the bureaucrat! He/she is the politician's scape goat!
