Help ID old Powder Measure

Guys, I've done some horse trading and am picking up some older reloading gear. Contained in the package is an old, odd powder measure that I've never seen before. It appears as if it has an inline stand that would mount to the edge of a workbench and dispense from the bottom of the stand. Sorry about the picture, but it's all I have until it shows up. Anyone know what this is or have any information on it? Picture is too fuzzy to read the information cast into the base...

Looks like a Wells, and I think Herters sold a version at one time. http://55project.com/Base_Photos/WellsBP_Base_Photos.html
I have been looking for one to add to my collection if you decide to sell.

Thank you. I think you are correct that it's a Wells. I'll definitely keep you in mind if I decide it is not needed.
