I was told that a s&w I frame 32 s&w 3 1/4'' will fit in a ruger bearcat holster does it fit snug or sloppy?

My bet would be snug.

My 4¼" I Frame fits snuggly into the Slim Jim style holster I made for an 1849 Colt Wells Fargo. It does sit up about 3/8" higher due to frame length, but it is workable.

It will fit better in a 3 inch J-frame holster. The difference in barrel length will be largely off-set by the longer frame on the J-frame, while the depth of the frames are virtually identical.

My "I" frames and "Improved I Frames" fit my J" frame holsters quite well

My 1920s vintage Heavy Frame Target (I-frame, 6" bbl 22) rides nicely in holster sold for a Model 35, and my little I-frame snubbies can be found riding around in holsters originally designed for Chief's Specials. If the holster is too complicated or sophisticated with its retention system, there may be problems, but basic holster designs for J-frames should hold the I-frame nicely.
