For those more knowledgeable than me, when is a serial number applied to a firearm?
When the receiver is finished?
When the receiver is assembled?
When the gun is assembled?
When the gun leaves the factory?
Have looked through the information at the BATFE site, and as usual, it is confusing to say the least.
My limited knowledge and research tells me that the # is assigned/applied when the receiver is finished. An example-prior to the 1986 law taking effect, untold numbers of receivers were registered, to be manufactured/finished at a later date.
An example of the above that I am aware of is a company-DLO Manufacturing-registered receivers for 1919 Browning mg's, yet they were still assembling and shipping in the late 1990's.
ETA; If anyone knows of the specific section of ATF rules that addresses this, would you cite it here?
