2gr under start load ?

i was loading up some 223 with a 64gr bullet using IMR 4895 after 20 rounds i saw that my scale was set at 20.3
not at 22.3 so will 2gr under start load be safe to shoot. or just pull them

They'll shoot alright but if that's a quality jacketed bullet you may not want the less performance. Pulling 20 rounds, even with an inertia puller isn't that much of a problem.

not quality stuff just found a bag of Winchester bullets and had a 1/4 pound of powder

If it is plink an play ammo then you'll get your trigger time in.

Accuracy may me good or bad hopefully accurate enough to make shooting it worthwhile.
