My handi rifle in .454 casull is getting unburnt powder down half the case. Weird. Usually, soot means not enough pressure to seal. No soot, only unburnt powder. The load is 23.0g and 24.0g of 296 under a 340g boolit. That's plenty of pressure to seal.....or is it?
I can go further but dang 23.0g shoots SO GOOD!

I believe you already answered your question.

If it shoots GOOD! Don't change it.

Only in the case and not the barrel (???} or is it left in both?

Oh I'mma keep runnin it! Going on published data, I can go as far as 26.0g. Maybe a grain or two more considering the platform it's running in. I wont ever find out. I will creep up thee to 25.0-26.0 to atleast see what happens.

i do have to run a patch or three down the barrel over the course of (50) rounds. As good as it shoots though, big deal right?

curious though, how'd the unburnt powder get there but no soot?

I ran a dry patch down the bore. No unburnt powder. Just soot. Two or three patches and the bore was sparkling. Thank you Ben's Red!
I saw a couple of specks at the throat. Thats about it.

I've seen that a time or two, I think it was in the throat, got in the chamber on ejection, and the next case had powder imprinted into it after firing.

How many firings on your cases? They might need annealing, but I wouldn't go down that road if I planned on going up to full-throttle .454 loads.

Theyre on their third loading. Soon to be fourth when they get out the tumbler.

I annealed a handful of .45 Colt cases just for fun; you can tell that they resize much easier, and seal better with medium loads. If you're shooting a bunch of these you might try annealing a handful just for fun. Don't overdo it and if it doesn't help, just shoot them until they harden back up.
