I found one for $425 + sales tax and transfer is that a good price or what?

425 isnt a bad price, but look into the cost of parts to complete it before jumping in feet first. M14/M1A parts have gotten very expensive.

SPringfield Armory has both a standard reciever and one with a rear lug on it. Do you know which one it is? That isnt a bad price for the reciever. You used to be able to buy parts kits ( shotgun news listed them) that was everything but the reciever. GI pencil barrel, trigger housing springs and parts, gas tube piston and plug stock handgaurd. Gas system was standard and needs to be unitized. But they may still be there. I got 2 of them years ago and both came with H&R barrels chrome lined.

Go for it, the only other recievers which I would build on are Fulton, and the new Rock Ola's.

The Smith recievers were very good also. They werre a true forged reciever also. I have Springfield armory recievers with no issues there.
