I'm too cheap to buy wads for my 20ga. So I'm looking for a short piece of 20ga barrel to make into a punch to cut cardboard wads. Doesn't anyone have one laying around?

Go to your local golf course and talk to the mechanic and get some of the used coring tines, Get one 1/2 in dia cut back to 5/8 and sharpen.
As these are tapered from 3/4 down to 1/2in the wads will fall out as you punch them out. get some 1/4 in tines too, as they can be cut back
for other sized wads as well. Should be able to get them for free as they usually throw them away. Or buy new tines at about $4.00 ea new.

If you have a local harbor freight you can get a set of punches, I think they are used for making gaskets, I got a set a few years back.

Here, I looked up the link to them, http://www.harborfreight.com/9-piece-hollow-punch-set-3838.html they are only $7.99, the biggest is 1/2 inch in size.

A piece of copper tubing sharpened up then maybe, I know it comes in a lot of sizes.
What exactly is the size you want/need?

Look around for scrap conduit. 1/2" conduit should be close .

General Tool makes leather/hole punches from 1/4" up over a inch and a half. They arnt overly expensive and on the plus side they ae hardened and sharpened correctly will be close in size to what you need, get size under and polish out with dowel and sandpaper. They are available in both inch and metric sizes
