If I lived in ohio I would gladly embrace your new law. Many moons ago I spent a summer groundhog hunting at long distances with a long barreled 444. My gun would be a brit smle rebarreled to a 444. A 250 gr is doable at 2700fps, however not recommended. I would use the lighter nosler or barnes 225-240 grainers. With a 265 gr at 2500fps and a 3-4 inch high hold at 100 yards will give just a little low at 200 and about 18 inch low at 300 yards. At 300 yards it is still hitting as hard as a 44 mag at muzzle, and at 500 yards it is hitting harder then a 44 spl at muzzle. The 30-06 with a 220 gr bullet at 2300fps has slightly better trajectory but for a punkin chugger this 444 would not be bad, simply enjoy the rain bow trajectory! Shoot and yell to yourself "FORE" and listen for the PLUNK!

Yeah, a rifle that ought to get it done. If you shot it at 300 yards or so and could figure your bullet drop, you'd be ok. It would be a barrel of fun too.
