Tod - guess you failed to read the description on eBay ...

antique bullet sizing/lubrication tool,spring loaded has a hardwood turned handle . I'm just guessing what this is I only know for sure its some kind of reloading tool.
It's a bottom push/sizer, no lube provisions. Notice that different size collets for bullet diameters can be used by unscrewing the screw. Go to Lee Precision and look at their bottom push lube/sizer ... same principle

Guys, it's a priming-depriming tool for shotshells. Lyman made something similar but this one looks French

Early Ideal Straightline shotshell Re-& De-Capper. The original handle has been replaced, and it is missing the de-capping & re-capping pin/punch.
