Are the primers sold as military for 5.56 considered mag. primers?

Yes, they are AFAIK. Many claim they don't use magnum primers in ARs, but they are recommended to prevent pierced primers.

I got some Wolf Small Rifle "Magnum" Primers just before the last panic.
Wolf says they are "standard" primers but with a thicker or stiffer cup specifically for ARs.
I have been using them in .357 Mag, .357 Max, .300 BLK rifles (H&R Single Shots) without a problem.
I have also used some in a .223 bolt-rifle and light cast loads without a problem.
One thing to watch is that they don't flatten as easily as regular primers and you can't necessarily count on them to tell whether you should back off.

If they are the white box CCI primers they probably are not "magnum" primers but they do have thicker cups (metal) to prevent slam fires.
