Marlin states this as a 9 shot. Will it feed 10 slightly shorter 38 specials if I make the bullet short enough or will that cause the dreaded Marlin 2 feed jam. I am wanting it for cowboy action shooting which requires 10 shots. I really like the look of the original 1894C.

I have numerous Marlins to include a 94C (pre safety). Far worse than a "short round" jam is the too long OAL jam. That will make you want to reshape the frontal areas of your head.

Mine eats anything that doesn't have a sharp shoulder on it. You can make SWC's feed if you pay attention to your lever technique. My current favorite boolit for mine is the Lee 358-125-RF in .38 brass, launched at 1200 fps or so. Lotsa fun and pretty good punch out to 50 yards or so.

Mine liked the 356402 sized to .358 in .38Sp cases- my fat .22!

That's where I think the 1894C really shines, as a medium power light carbine. I have fired heavy loads through mine but don't think I'm going to anymore. They ain't making any more of them like this and I would rather have a Winchester 92 action and heavier barrel for that purpose.
