Two things you should get that will be a big help in answering your question.

#2 AA reloading data book
Study both and you will have your answer.

My personal feeling is that the burning rate of 4831 is to slow for either cartridge mainly because they are almost straight walled cases. Those cases do not build enough pressure to burn all the powder grains. I can't find any loads in my reloading manuals for either cartridge and I am sure there is good reason for that.

What you are saying is true but it can be accurate none the less and isn't that what really matters?

A compressed load of 4831 and a 405 gr patched boolit leaves a lot of unburnt powder in the barrel and very small groups on the target. It is one of Ken Waters pet loads.

Have none of you gents heard of duplex-loading?

There is a large body of experience now, that PROVES the feasibility of using a small 'kicker' charge of faster-burning powder to help get a charge of slow-burning stuff burning.

It works well even with powders that are much slower than 4831.

Try a Google search for "duplex load" and you will likely find a lot of info FROM THIS SITE to guide you.

I use incredibly slow powder for the .243. I use either Retumbo or Ramshot Magnum (Not what you asked about...sorry) and the accuracy is fantastic. I don't care how much unburnt powder is in the barrel or on the tarp in front of me. All I care about is what the itty bity multi shot holes on the target say.

I had sooted necks for the entire time before I burnt out the barrel, and that load I was using would shoot 1/2 to 3/4 MOA at 1,000 yds. I have a target floating around here somewhere with to back to back 1/2 MOA 800 yd groups. Now, I'm not here to toot my own horn. I'm here to say "Give it a try" using verified data. Hell, if all I did was listen to what I read on the internet then I would still be shooting Jacketed in my Glocks...

If you can find a legit powder charge for it (H4831), then go for it.

My shoulder can't stand it in a 45-70 but i have heard others that got good results. it works well in my 30-30. very accurate and lots of unburned powder that falls right out.

The Lee first edition lists 60 grains for a 500 grain lead boolit yielding 1383 fps. pressure data was not listed

A case full under a 250gn boolit works darn good in a 348 Win.

Years ago, I tried H4831 with two bullets, a Lee 320 gr. and an RCBS 405 gr (gas check). My work with H4831 was pretty minimal, but old notes indicate accuracy was inferior to that obtained with more suitable .45-70 powders.

I loved IMR 4831 in my ole 3006,I don't know what the differnce bettween the two is except for name.

NO - About 25% of the powder will not burn.

IF you want max speed and Ruger #1 pressures, look at powders about the speed of IMR 3031.
If you want Trapdoor pressure and velocity look at 2400, 4227, 5744, 4759.

Even slower powders work just fine in the 45-70, and I see no reason why this one won't work well also. You should expect low pressure and excellent accuracy. I quit using pistol powders in the big 45 years ago. Why take a chance on double charging a case, or having to worry with fillers? Try it, then let us know how pleased you are with the accuracy.
