I have some 30-30 brass I just bought from Monmouth and it is nice and shinny! (Thank you BTW). A few of these are headstamped PPU, which is Privarti Partisan I believe. it looks like great brass. It was however the hardest brass to size I have ever used! I have a older rcbs press i have used since highschool, and it was all i could do to hit the shell holder! (lubed with dillon case lube). I think it will be fine brass. just strange is all.

Maybe it was fired in a "generous" chamber?

I bought a bag of PPU 7mm Rem Mag about 2 years ago. Good brass, but it was hard to size. Also, check the annealing on your PPU. All of mine needed done before firing. The first batch I loaded split at the mouth or the shoulder - every one!. After some inquiries on TFL it was suggested to anneal the cases. After that, no worries. Just sayin'

Quality brass, have used it for years in 7.5 Swiss. I anneal it every 4 or 5 loadings.

Your right, it's a pain to size. Even the head can sometimes be a bit large for the shell holder. I still load them and they do just fine in my 336. I just try and keep them separate from the rest of my brass.
