Some questions for you:

1. Will the bolt pick up and feed a cartridge from the magazine?

2. Was that cartridge partially inserted into the chamber, then the bolt pushed in?

3. Is there a visible obstruction or visible damage in the chamber?

The cartridge is obviously damaged and unlikely to chamber with a large scrape there on the side, but the cause of the damage is unclear. More information is needed.

Try loading a single cartridge in the magazine, use the bolt to push it into the chamber and see what happens if you haven't already done so.

You may also have a dirty chamber area, possibly clogged up with those coatings the soviets like to push on their cartridges. Cleaning the lacquers out of your chamber area and barrel may resolve the problem. Not an easy thing to do. Remove from stock, use strong chemicals to dissolve lacquers. May need to use a green scrub pad cut into a strip on a cleaning rod to scrub out.

It may be that there is a nasty burr in the chamber.

Possible broken case still in chamber. Bright light and you may see the
back edge of the case. If so, get a broken case extractor, not expensive and
works FAR, FAR better than all the lame 'make-do' methods.

Bingo....It may be that there is a nasty burr in the chamber. The case fed from the mag, the attempted chambering damaged the case. I cleaned up the burr and it feeds properly now.
