honestly i have no idea but have to wonder if there was at one time some type of center/spacer that fit in either side ( or both sides ) to hold all the projectiles at the same place ,much like a comparator insert or along those lines

It's a cannelure tool, very overbuilt.

It appears to be missing that part for bullet alignment. There is a hole inline to where the bullets rests. It looks like there was something through the hole at some point. I'd wager that is where the adjustment was.
EDIT: And in the photo I posted above you can see the adjustment screw/nut.

there is a screw and set-nut that goes into the threaded hole on the side by the bullets nose.
it is the stop for the bullets base. [turn the bullet around]
have a blue one and a black one super similar to the green one shown.
neither have a makers mark but do work pretty dang well. [better than my fancy C&H one]
especially since I paid less than 20 bucks each for them.
