Do the Leupold bases for a Mauser (small ring) action require the stripper clip hump to be milled down?

There are 2 types of mounts.
1 you need to remove it the other you don't.
I have used old Redfield mounts as well.

Leupold only lists one part number. Do you know which one this is?

Leupold #49990 Single piece STD base. It was advertised as a Model 98, but on the packaging it said Models 95 & 98. I can speak to the large ring 98; works great. With three 6x48 bolts, it mounts over the stripper clip hump without grinding.

I have used several of those bases on various Mauser projects: an M38 Swede, a 98a Carbine (small ring 98) action and two or three large ring 98's. It does have a cutout to clear the stripper clip hump.

The scope mount may need shimming at the rear screw. Brass shim stock purchased from the local hardware store should suffice. Cut a "U" shape piece out that small enough to be hidden under the mount. You're good to go!
