Can you form 30-30 brass by reforming it from another brass casing?

yes , there's several cases , some involve more work than others and most cost more

375 winchester for example is a much stronger case and may need the neck turned , they also cost more and are often rarer than a 30-30
32 win special is a fairly easy to do one , yet again usually cost a bit more
25-35 may neck up fine but also may split and again are not real common
38-55 can also be sized down but see notes about the 375 win and again usually cost more and also need trimmed down
they also sell a 30-30 basic case , again rare and costly and all the above work would have to be done to it

oops i almost forgot the 7-30 waters ( something i usually neck 30-30 down to )

fry pretty much covered it..
you can and there are advantages to the 375 win conversion.
other than that the options cost more, and ain't as good as the original.

I found some at the last gun show in Fredericksburg. Hit it at first opening and go all the way back to the far right corner where the components guy sets up. I've also found some here just stay alert and be quick when someone has some for sale.

.38-55 can be necked down, but it will be long and require trimming. Good luck finding a covey of that at the range! You see 30-30 brass for cheap here almost everyday. Keep your eyes out and just save the time and effort.

Anyone know how long the 38-55 necked down brass would be???I'd like some looonggg necked stuff to fit my extra long chamber's neck.

depends upon whether you start with regular 38-55 ( 2.080" ) or the longer 2.125" ) stuff , it doesnt loose much in the way of length in fact it can actually grow when the expander is pulled out of it ( lube the inside neck good to help lessen this effect ) the wiki list 30-30 as 2.039 ,lyman list a trim to length of 2.028
