S&W Mod 10-6 ...with proof marks ?

Over the weekend I picked up this cute little Mod 10.
it has Proof Marks on the Barrel and Frame Nose.
I have never seen this before on a commercial Gun.
Does anyone have an idea if this was this a Police Dept gun, or Military, or ???

Can anyone ID the Proof Marks ?

My guess is foreign government purchased. I've seen some for sale on Gunbroker with interesting proofs. Smith sold a ton of revolvers around the world.
