Or, to bulk up an order to meet minimum purchases of maximum discounts.

As with any machine or manufacturing production cycle the set up time for one step is time consuming. Once set up you can run 20 to 30 pieces thru without much additional time. A manufacturer can pass savings along due to the time saved.
