old powder

I need to get rid of some powder that has brown rust dust in it .I have a whole can of 3031 and a half can of 4895.Can I add water to it or someone said sprinkle in the yard ???? I also have a yellow carton of Bulleyes from 1941. It smells goos and burn's good, I even loaded a ffew38's and it shot well can it still be good ? Thanks

use the bullseye and dump the 3031/4895 in the yard it's good fertilizer look at my post about deteriorated 4895.:(
