I picked up a set of like new dillon 30-06 dies, in the die box was this die also, but can't place what exactly it's for. there was a good amount of powder inside the die, please let me know if you have any idea what their die is used for, it had the normal, FL size, seat and crimp dies as well

The red thing looks like either a shotgun wad guide or a crimp starter. If the latter I'd say it's a die for crimping a shotgun shell.

It looks like a powder level die. Does the center part (plunger) move freely when the plastic thingamajig is removed?

ETA: Yup, it's an RCBS powder check die

Yes, powder check die. another brand is called a "powder cop" I think.

I don't know why it has the wad fingers in it. Alignment?
