Most of the published data is max 17.5 but I did find 18 and 18.5 and one 19.5 load from Handloader for a Winchester 94 and the notes made no mention of use in Ruger. I would go with 17.5.

superior;
The load you ask about is heavier than the Speer #12 shows for "Ruger Only" loads for the large frame NM Blackhawk.

If you are asking about the new Flattop NM Blackhawk, you are WAY above sensible load limits.

If you'll send me your email address in a Private Message, I'll send you Brian Pearce's article with complete loading data on the .45 Colt Flattop Lipsey Special. It has several different pressure levels and should be helpful to you.

When I am loading heavy loads in my large frame SS Bisley convertible, I use Hodgdon's web site for up to date loads for "Ruger Only". However, it does not include any loads for 2400. Since I am not a fan of 2400 that hasn't been a problem for me. Alliant's data is not going to help you as it only offers SAAMI standard loads.

I have just checked Hornady's (fifth Edition) reloading manual. They show starting loads of 2400 at 19.7 grs with a 250 gr jacketed bullet and a maximum load of 20.8 grs of 2400 IN THE LARGE FRAME RUGER, ONLY...

Here is what Paco Kelly says, and he is not shy about his reloading:

"I like the 260 grain Keith cast bullets in the 45 long Colt rifles and handguns. 22/2400 in my guns go well over 32,000 CUP...they give near 1370 fps in the Rugers"

http://leverguns.com/articles/paco/45coltlevergun.htm

I am a mere mortal and would not go to 22 grains. Based on everything I seen, and I have read most everything, yes, you could do 19.5 grains, but why? At 1,000 fps that boolit will shoot through most any animal on a broadside and 17.5 will get you there.

I use 19 grains 2400 with a Mihec 270 SAA bullet in a Ruger New Vaquero.
I use 20 gr 2400 with a Lyman 454424 bullet in the same gun.
These loads were recommended by one of the premier revolver smiths that knows his business on the 45 Colt.
I have used his load of 24 grains H110 with the WLP in the same gun with the Mihec 270 SAA bullet. He uses this load in a New Vaquero he has which is the stainless Bisley like I have.

Here's what John Linebaugh has to say on that topic. http://www.customsixguns.com/writings/dissolving_the_myth.htm
I have used his 2400 and H110 recommendations with excellent results.

Whewww!!! Boy ,am I glad I asked here! The truth is, I loaded up a coffee can full of these for white tails, and btw, I was very successful last year. The thing is, I was using the Rossi 92. I remember at the time thinking that if these rounds ever made their way into my large frame Black hawk, that I should be safe. Well, It happenned the other day.
Like an idiot, I got some rounds mixed up while shooting bowling pins and managed to fire 3 of the rounds in question. I saw no signs of pressure, but still Im aware that traditional signs of pressure may not present themselves. I feel soooooo much better knowing the revolver can handle these loads, but as was mentioned in one of the replies, there is really no need for that kind of pressure. However, out of the '92 this load smoked a buck that went down like it was hit by a U.P.S. truck!
Once again, Thank You ALL for your support and for sharing your considerable experience.
