Q: What kinds of ammunition are covered by the GCA?
Ammunition includes cartridge cases, primers, bullets or propellant powder designed for use in any firearm other than an antique firearm.

Items NOT covered include blank ammunition, tear gas ammunition, pellets and nonmetallic shotgun hulls without primers.

Generally, no records are required for ammunition transactions. However, information about the disposition of armor piercing ammunition is required to be entered into a record by importers, manufacturers, and collectors.

A license is not required for dealers in ammunition only.
[18 U.S.C. 921(a)(17) and 922(b)(5), 27 CFR 478.11 and 478.125]

Gun Control Act Definitions

Ammunition

18 U.S.C., § 921(A)(17)(A)

The term “Ammunition” means ammunition or cartridge cases, primers, bullets, or propellant powder designed for use in any firearm.

The term shall not include (a) any shotgun shot or pellet not designed for use as the single, complete projectile load for one shotgun hull or casing, nor (b) any unloaded, non-metallic shotgun hull or casing not having a primer. 27 § 478.11

Armor piercing ammunition

18 U.S.C., § 921(a)(17)(B)

A projectile or projectile core which may be used in a handgun and which is constructed entirely (excluding the presence of traces of other substances) from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium; or
A full jacketed projectile larger than .22 caliber designed and intended for use in a handgun and whose jacket has a weight of more than 25 percent of the total weight of the projectile.
The term “armor piercing ammunition” does not include shotgun shot required by Federal or State environmental or game regulations for hunting purposes, a frangible projectile designed for target shooting, a projectile which the Attorney General finds is primarily intended to be used for sporting purposes, or any other projectile or projectile core which the Attorney General finds is intended to be used for industrial purposes, including a charge used in an oil and gas well perforating device.

As the maker, yep, 06 license required.
And you better get good insurance as well.

About 40 years ago I bought a few thousand bullets that looked that bad from a guy who had a Magma automatic casting machine in his basement in Hamilton Ontario. They were fine for 50 ft. rapid and timed fire practice.

The house was a disaster and he had young kids breathing in the fumes from that machine. I was appalled people could live like that. I could not afford factory HBWC's for practice and the price for his "junk" bullets was all I could afford. A few months later I bought a 10 cavity H&G and made better bullets from the first half dozen pours.

Sure, lots of sites selling them and most are quality. Some may be a bit undersized for our needs but customer demands controls the market.
I bought many of Berry's plated bullets before I started casting. A lot of folks buy cast boolits to shoot cheaper.

At least the bases look good. Mine keep tearing.

91406 Look at that base it's Horrible.

If your bases are tearing, try opening the mold a second or 2 later.
A torn base results from the boolit being too soft before you try to extract it from the mold.
