Where can I find short wads

I am looking for a wad or shot cup around 22mm long overall length like the shot cups used from the factory in the federal bulk target loads. does anyone know where I might find something like this? I checked BP and PR but didn't see anything like what I need unless I overlooked something. Any help would be much appreciated

There is a LBC30 mm I think in BPI catalog.
Shortest I could find. There are the CSD wads in there
that are easy to cut off. They only have seal on the bottom,
IE they are built short.Ed
