I have several pounds of diver's belt weights most have nothing encasing the weights. A couple have a surface covering of some sort. Will the weights make good bullets? Does anyone know the purity of the lead commonly found in these weight?

Can be anything.
drop them on concrete. drop them so that they land flat on the largest plane of the weight. If they ring like a dinner bell then they should be good. if they make a thud ( no cling ) then no you have to find a hardener ( tin or so on) for it.

If they ring like a bell they could be zinc, caution. If it dents w/ a light hammer strike, it's castable.
