is there any way to determine the rate of twist when the caliber (stamped on the barrel) is know but the make of the barrel is unknow and there is no paperwork with history of who and when the action was rebarreled?

Tighten a bore brush on a cleaning rod with ball-bearing handle which turns easily, push the brush through the bore and out the muzzle, then start pulling it back into the bore, putting a witness mark on the rod next to a god reference point, such as the rear of the receiver, then continue pulling the rod back until your reference mark takes a complete revolution, then measure the distance from the felt tip mark to your reference point. Repeat a few times to be sure.
