Here is a bullet in 30 caliber, 220 gr, that is designed to expand at subsonic velocity.

If I wanted to emulate this in a different caliber, how would I describe it?

Boattail, Lead Tipped Sprtizer, long length jacket slits for easy expansion?

Would I be well served to find the Sierra Match King the works for my intended twist and velocity, trim the nose to a flat point, add the slits, and use that as the design?

Input appreciated.

Your description just needs a melpat size specified.
Matchkings are known for heavy jackets, that does not help expansion.
Fast twist rate does help expansion. Might work.
Cuts on the jacket would help expansion too, some sort of jig and experimentation could bring the desired results.
Getting that much lead on the nose of a alredy formed matchking bullet will be a feat.

you'd have to describe the meplat diameter, the ogive angle and bearing length, as well as the boat tails angle.
