.223 fbct bullet?????

I was looking for J-words to load some steel cases I had salvaged, and ran across a Remington loaded round. It was referred to as a 'training' round. This is supposedly loaded with a 'Flat Base Closed Tip' bullet of 62gr weight. This confuses me. Most of the training rounds use a lightweight bullet loaded to shoot on target at 100 yds. So, what is this 'Flat Base Closed Tip' bullet that Remington is using? Anyone have an idea?
