I was wondering if I should ad pewter to my lead for casting 00 buckshot and if so should I put it in when I'm pouring my ingots or wait till I'm casting my shot?

You really don't need it for buckshot, tin does a few different things, including: it helps with mold fill out, and since nothing fills more easily than a round ball you don't need it there; it also gives the lead additional elasticity and toughness, which helps a boolit grip the rifling better and not break up as easily upon impact when hunting, neither factor applies to buckshot.

save your pewter for boolits!

About all the gang molds that produce many shot per pour have better fillout with a little tin/pewter added to the alloy. Just like a HP boolit hangs together better with a little added tin/pewter, buckshot also benefits.

what do you want the buckshot to do on target?
like jsizemore points out it can help.
I use a bit of antimony in my buckshot it really helps with penetration.
