I have a .7 cc Lee dipper. What is that in grains of volume?

The last link I had found for Lee was dead.
I was curious about grains volume for use in percussion arms as a possible duplex loader. It stated that BH 209 was 7 grns and Pyrodex CRT was 6.9 grns. Are these volume or weight measurements? I had assumed it was by weight as it was mostly smokeless powders, especially since the numbers differ.

I tried it with 3f. My measure is in 10gr increments and it was a little over 10gr or a estimation of 12 gr.

Using 3F Olde Eynsford I weighed the .7 cc scoop, which was 10.5 grns. Then I poured it into a spent 380 ACP case, which is supposed to hold 10 grns. There was a little room left over. I'm guessing 8-9 grns.
