What do you do to remove the hard grease that forms around the rim.

My basket gets SOAKED in hot soapy water after each use but the top of the basket still has a baked on layer at the top.

Any safe way to clean(remove)this mess?

Try soaking in a pan of soda water (carbonated water).

take it outside and use a propane torch to burn it off. Wash the soot off after. What burns into carbon will be more non-stick

I have had good results with household ammonia in water.

AMMONIA?

I do not know how many big name stores i have looked at and never found even a slot on a shelf for Ammonia.

I did find a 1/2 gal jug in a $ store but it was so diluted you could not even smell a trace of ammonia.

Really? I buy ammonia all the time. I use it on greasy clothes and to mop floor. It really cuts old grease that hides around your cook stove. A whiff will about lay you out! I get it at local Wal-Mart or Dollar General.
Mebbe it's not allowed in Illinois?
