My Lee 40/10 sizing die is sizing my bullets down to .400-.4005 and I would like to open it up.
If I am going to try and open it up I might as well open it to .402.

Whats the best way to do this? Will something like this work?

Probably would work fine but it would be a lot cheaper to split a 3/8" dowel rod part way down one end and put a couple of wraps of abrasive cloth around it and use a drill to hone out the die. Use successively finer grit until you get the size and surface finish you want. Some folks just roll the die by hand on their leg. Check often, Lee dies aren't that hard.

Here is a way: http://www.castpics.net/subsite2/HowTo/How%20to%20Hone%20a%20Size%20Die.pdf . I have also done some with valve lapping paste on a few boolits and pushing them through the die.

One of those hones would prolly work, if you had one in your tool box. It's less expensive and just as easy to use the dowel method described above (BYW; it's not a Mickey Mouse method, as a lifelong machinist/mechanic I've used this method to lightly hone IDs in several different applications).

Thanks Gentlemen, I'm off to the hardware store to get emery cloth and dowels.
