i was looking a ar15.com and it said that any ar lower that has not had a stock on it can be built eather way pistol or rifle is this true ?just have my ffl dealer list it as a pistol on 4473 that would it easyer to find a lower and could find a bushmaster or stag arms complete - stock or a striped lower

Buy a stripped lower, have it transferred as a pistol. Just like a contender frame. I bought 1 that said pistol on lower as a precaution as I use it for hunting, short barreled rifles are not legal for hunting here but pistols are, go figure...

just found and order a stag arms complet lower

If it has a stock on it, it's a rifle for life.

My understanding is that they can be transferred as a rifle, a pistol, or as an unnasigned frame, and according to the law, whatever it is assembled as, so it must always stay.

This interpretation came about after all the wrangling over the Thompson/Center Contender.

I had always heard that if you buy it as a pistol lower, you can do anything with it, anytime. But buy it as a rifle, and it must stay a rifle.

I don't have any official status on this, so take it for what it is worth.

State laws will vary, but there is no place on the 4473
for anything but handgun, long gun or other. A receiver
is other, and is properly listed as frame or receiver in
the section that contains make, model, serial number.

I specifically asked about this when I purchased my new stripped lower. My FFL said all stripped lowers are registered "other", but I could build either with it.
