I have found a list of handgun cartridges online. This is a fairly comprehensive list that includes unusual rounds like 2.7 Kolibri, a whole lot of 9mm rounds I didn't know existed, along with the larger handgun rounds that are out there. The problem is that the chart does not show max velocities for these rounds and that is really what I am interested in.

My question is, does anyone know a site that list max velocities for as many known handgun cartridges as possible? The range I belong to has a steel plate range that has been restricted and I need the list to help decide what rounds will not be allowed.

As far as max velocity, that's pretty subjective if for nothing else but barrel length. That said, I guess "Cartridges of the World" would be your best bet for that info. for the more obscure handgun rounds. Though I don't think it has a chart, it's more page by page.
What is it you're trying to restrict? Sorry, my range doesn't have a plate range so I've never dealt with one. I'm guessing you're trying to keep people from knocking big holes in your plates.
Would you be better off to use some sort of "power factor" in determining restricted "loads" as opposed to "rounds"?
Anybody that reloads can make a .44 magnum (or anything else) go pretty light and slow. The same folks can take a .38 Special case and in the right pistol make it pretty fearsome.

You would have to check out a number of sources to find the maximum velocity. I normally check Buffalo Bore, Underwood, CorBon and Double Tap to see what is the "max." These will generally exceed anything you will find in a book or powder manufacturer data.

Here is a list of the handgun calibers that I found. As you will see there are some real odballs and rare and old calibers listed. right now the hottest rounds allowed are .45 Colt and .44 mag. We are trying to restrict any calibers that would damage the steel plates so we need to know high end velocities for the different calibers.

Put up a thinner sheet metal target, and only allow rounds that won't shoot through it? 180g .357 fmjs put a hurt on 1/4" plate even though they are fairly low velocity. I think bullet construction could be as important as velocity.

I concur with Any Cal. Maybe they should be looking at heavier or better steel. I have a armor steel spec somewhere, I can find it if I need to. I spec'd it for a security force once to stop a 30-06. You can pay for quality once or cheap as many times as you like.

The steel on the center fire range is 500 armor plate. We have a couple of members who are on the board that do not want to take a chance with heavier high velocity calibers. (Jacketed .44 mags loaded to full load specs will not put a dimple in the steel.) I am just trying to get a feel for what the high end velocities are on some of these calibers that are not in any of my loading manuals.

You can buy on caliber like 40 S&W and depending upon configuration have velocity from 850 - 1800 fps.
Does your club have a chronograph? - maybe just limit it to rounds below a certain velocity - nothing above 1300 fps.

as to your AR500 plate - how thick is it? What Angle is it sloped at? Does the mounting allow flex or rigid mount?

The 3/8” AR500 steel hanging targets work great for the following calibers 223, 5.56, 5.45x39, 7.62x39 and 308. They will also handle similar short action cartridges.
For velocities over 3200fps MV use at 200 yards minimum.

And remember on hardened plate the act of cutting the plate will ruin the temper near the cut -
the less refined the cutter is the further in the plate will be softened (ie laser, plasma, junk yard Oxy-Act most damage)

Now having said all the above - in my old gun club indoor range
- we limited to non-bottlenecked cartridges - easy visual for range officer
- required NON-steel/iron bullets - easy magnet check
- we limited to below 1300 fps and had a chrony ready to check any that sounded hot
- we also provided an outdoor rifle range for those who couldn't meet the indoor range rules

Experience - some of the surplus comblock 7.62x25 will penetrate steel - I never got the spec on the sheets we had
but it was 3/8 inch sloped at around 45 deg. - We also learned to move the target impact area around the sheets as over time it would cause a bulge by hitting the same place repeatedly.

You also need to look at the fact many reloaded may not be shooting a full power load. Or they may be shooting a hot rod load.
45 Colt with a 250 at 850 is much different from a Ruger only load pushing a 300 at 1300.

Put up a chart with max velocities and call it good. A 22 Hornet at 2500 will penetrate quite well compared to a 44 mag at 1400. Penetration and bending of the plate are different issues.

I guess to avoid arguments the rules have to be simple but that eliminates common sense. I wanted to shoot my 9mm Para carbine at the plate racks on the pistol range but was told that it was not allowed. I could shoot my carbine at paper targets there and I could shoot my .357 Mag at the plates. I explained that the carbine shoots a lighter bullet at a lower velocity and while that Range Master understood he said that he had to enforce the no long guns for the plate racks rule without exceptions. They will also prohibit some/most really high power handguns from shooting at the plate racks. If it sounds like the plates are being slammed the stop the shooter. Really high power stuff is hard on the welds and mechanics. I really wanted to see how fast I could clear the rack with a carbine, darn.

This seems like a tough one to figure out a simple yes/no rule on, since a hopped up .44/.45 with heavy cast boolits still won't penetrate, where as a little bottle neck round like 7.62x25 or 5.7 might zip right through some plates.
I personally would look at rules similar to those used in cowboy action shooting, velocity and bullet restrictions, no jacketed or GC bullets to prevent splashback. Just my 2 cents worth!

This is not the answer you want to see but here it is.
Forget about the range supplying the plates. If someone wants to shoot steel plates let them buy their own.
Why, why you ask? It keeps everyone happy. There are no clowns that think they know the rules running around making people upset trying to enforce rules they know nothing about . If someone wants to tear up their own plates it is their business. There will always be someone that will try the plates with some caliber that will whistle through them. You can't have the Steel Plate Patrol on hand all the time.. There will be some jerk that will want to steal a good plate. Plus several more reasons I can come up with through experience at the club I belong to. The worst of which are the know-it-alls that dont know squat about what it takes to damage the plates trying to impose rules they have no ideal about when it come to correct calibers.
Let the shooters bring their own steel plates. That is what I do. Bring my own.

I know there are many more; but these are the ones I am reasonably familiar with that I did not see in your list.

Maximum Velocity is probably beyond any real determination with certainty as any person can hand load a hotter load either by design or by accident.
And are you stating a limit on the barrel length?
That would have a big effect on the fired velocity of any round.

Also add the .22CCM Cartridge to the list, it is reported as between the .22WMR and .22 Hornet in power.
Also, an alternate name for the .25 Stevens Long RF is .25-10-60 or .25-10 as used to mark Winchester and Colt firearms chambered for them. In the same vein, .25-5 would be used for the .25 Stevens Short.
