Never seen such a critter, must be for a police department of prison or some such???

that keyhole looks like a standard S&W handcuff key

Those were used in Pool Halls to lock up your personal cue. They were in vogue before the advent on two-piece cues. Cuctomers would have their own favorite cue (one piece), and store it behind the counter. I have been repairing/maintaining/restoring pool/billiard tables since 1972. I have seen them "in action" in older rooms in the 70's. Now....all gone....
