Remington 25 feed problems

I have a model 25 Remington in 25-20 where the cartridge stop is allowing the next shell or magazine follower to slide past. As the action bar assembly moves back it appears as if the cartridge stop is pivoting but not engaging either the next shell of follower. Has anyone any experience with this rifle and might know what the remedy is.

I would guess that the "lift" spring is weak for the cartridge stop.
